Job Description

To identify and win new scheme development opportunities to deliver the housing development programme to meet the organisation's strategic and affordable development objectives.

Responsibilities

• To win future developments for new affordable home schemes and co-ordinate all aspects of new opportunities from sourcing through to planning consent, ensuring the delivery of outstanding propositions to deliver the affordable homes programme.
• To lead the design development of projects ensuring that they meet the required regulatory and statutory build standards.
• To promote business development opportunities in line with the approved Business Plan.
• To manage both internal and external multi-disciplinary teams to originate, plan and submit proposals for residential led development sites.
• To negotiate legal agreements and commercial aspects to deliver the affordable homes programme.
• To understand and run financial appraisals / models to evaluate new business opportunities.
• Undertake effective engagement with external networks (Homes England, Local Authorities, private sector partners and private sector suppliers) to secure new opportunities in line with the Affordable Homes Plan.
• Secure Development Committee and Board Approvals, writing clear and concise reports summarising complex issues with clearly defined conclusions and recommendations.
• To manage the fee tracker and cash flow regularly and diligently.

The person

• An understanding of the commercial aspects and development pressures relating to housing development in the region.
• Ability to lead, coach and manage a team to achieve Business Plan objectives.
• Ability to engage effectively with a range of stakeholders.
• Knowledge of current and future issues, policies and legislation in the sector.
• Ability to interpret and analyse complex data.
• Ability to think through and find solutions to complex issues.
• Ideally a knowledge of Homes England’s IMS system.
• Extensive experience in a comparable development orientated role.
• Experience in the procurement of residential led development sites.
• Credibility in the housing sector and the commercial development sector more widely with proven relationship and business development skills.
• Experience in acquiring land and securing development opportunities.
• An understanding of key planning challenges for the housing sector and evidence proactive, focused way of working with local authorities and the statutory planning system to deliver projects.
• Strong background and ability in legal and commercial negotiations to secure residential development opportunities.


Qualifications and Training:
• Relevant degree or equivalent work experience in a housing, planning or surveying discipline.
• Recognised related professional qualification, with ideally evidence of continuing professional development.
