To be the overall lead within Asset Management for the technical asset delivery function ensuring that all statutory and legal responsibilities in relation to the strategy, management and delivery of all Mechanical related assets are inspected, serviced, maintained and replaced accordingly. This role will ensure our data is accurate, up to date and that our mechanical assets are invested in a planned way. The role will also oversee the management, co-ordination and validation of Landlord Compliance to include: lift maintenance, FME Maintenance, asbestos management, district heating maintenance, electrical compliance, Quality Assurance and all other similar statutory and legal responsibilities.

• Ensure that procedures and management plans in relation to compliance are delivered and that a safe environment is provided for customers. Work collaboratively with colleague’s, Contractors and stakeholders to ensure that obligations in relation to servicing, testing, inspection, remedial and replacement works are planned and delivered
• Lead on the review and implementation of relevant procedures and development plans to manage the technical asset delivery team overseeing contractors carrying out replacement and servicing works to ensure that works are delivered to agreed schedules, specification and costs.
• Management of budgets in relation to Technical asset delivery works, including staffing budgets, surveys, data management and assurance as required by the accountabilities and functions of this role.
• Act as the responsible person for LOLER ensuring compliance with statutory obligations and regulatory undertakings including the development and implementation of a risk management approach to the reduction of risk.
• Ensure a comprehensive suite of processes and procedures are in place that support our group policies and are current, reflecting all relevant statutory and regulatory requirements and best practice.
• Ensure that the organisation has comprehensive and up to date information on all responsible Landlord Compliance assets where it has an obligation to customers, staff or third parties, suitable to deliver the strategic function. This includes ensuring the utilisation and maintenance of suitable data management systems that will record all testing, inspection, remedial and replacement works.
• Translate strategy, policy and procedures into objectives, key performance measures and management information, ensuring there is a clear mechanism in place for reporting to Boards, management and governance levels.
• Ensure that the organisation maintains a current and comprehensive database and records on its Landlord Compliance obligations and that where responsible all relevant assets are serviced, tested and maintained in line with policies and procedures and appropriate legislative requirements
• Oversee the production of designs, specifications and delivery of all mechanical related asset investment work across the group stock
• Oversee and lead on all contract management and underperformance issues with Delivery contractors as required.
• Work in conjunction with the Procurement team to ensure that suitable contracts are in place for the delivery of Compliance works ensuring economies of scale and a diversity of supply.
• Identify the requirement for a programme of specialist surveys necessary to establish any risks and ensure delivery of works required to maintain or assess the condition of properties.
• Ensure the effective contract management and administration of investments, remedial and landlord compliance contracts, setting and delivering performance standards, the pro-active monitoring of progress and completions, the effective resolution of issues, and the delivery of value for customers
• Lead in the delivery of a comprehensive programme of training in Landlord Compliance that ensure that the Group has the required capacity and capability to deliver its obligations and strategy, including the ongoing professional development of your team, work with and learn from one another and promote this ethos widely
• Assist the Head of Delivery with financial planning, budget setting, and budget optimisation, for Compliance requirements ensuring that a long term planned approach is developed taking account of risk reduction, to that compliance programmes are delivered to agreed schedules, specifications and costs
• Maintain accurate and effective communication with your line manager (to include the provision of reports and presentations) ensuring that they are regularly appraised of planned changes and developments
• Develop a performance culture, collaborating with leaders across the group to facilitate transformational change whilst acting as a role model with regards to all values and behaviours.
• Provide effective visible leadership to your team ensuring that audit, risk and compliance needs are delivered within a positive and performance focused environment
• Provide reports to SLT, Executive Team and Board regarding current performance with contracts which responsibility is held to deliver.
• Develop and maintain an in-depth understanding of all individual businesses and their related objectives, be informed of their risks, challenges and the impact of regulatory changes

The person:

• Specific in-depth knowledge of statutory and regulatory requirements in relation to Landlord Compliance
• The ability to co-ordinate and create a coherent approach to fulfil the functions of this role
• The ability to develop a strategic and long term approach towards the investment in mechanical assets for the group stock
• In depth knowledge in developing and maintaining appropriate linkages between relevant functions across an organisation to improve services
• Demonstrable knowledge in the control of Compliance investment budgets and projects
• Knowledge of interpreting technical data into simplistic language for the wider understanding of management teams
• Extensive experience in contractor management with external contractors
• The ability to influence senior stakeholders
• The ability to plan, control and deliver investment and remedial work budgets
• Experience of managing relationships with customers, internal and external stakeholders
• Previous experience of managing teams of staff, and working collaboratively across functions
• Experience of managing and leading a high performance team operating at a similar level within a diverse organisation
• Experience of successfully delivering a similar Compliance role
• Experience of matrix managing multi-functional teams across a large organisation
• Experience in the requirements of the certification and validation process of Compliance works
• Experience in the management and control of Landlord Compliance works budgets, staffing budgets, surveys, data management and assurance as required by the accountabilities of this role
• Experience in the control, administration and delivery of variations to planned works to limit budget impacts
• Experience in developing and maintaining a positive teamworking environment

Qualifications and Training

• Competency qualification in one area of Landlord Compliance or significant experience
• Qualified in or awareness of the Compliance areas of mechanical and electrical disciplines.
• Qualified in or awareness of all areas of Compliance
• Working towards or willing to obtain a recognised professional qualification in a construction related discipline
• Working towards or willing to obtain IOSH Managing Safely (or equivalent)
